Tan Sri James Foong was appointed as Judicial Commissioner in 1990 and elevated to be High Court Bench in 1992. He also served as a High Court Judge at Johor Bahru, Shah Alam, Ipoh, and Kuala Lumpur. He was elevated to the Court of Appeal in 2005 and in 2009 elevated to the Federal Court (Malaysia Supreme Court). As a Federal Court Judge, he was made a Managing Judge of the Civil Division of the High Court at Kuala Lumpur and of the High Court and Subordinate Courts of the State of Penang. He retired from the Malaysian Judiciary on 25 February 2012. Prior to his appointment as Judicial Commissioner in 1990, he was engaged in private legal practice in both criminal and civil law, majoring in insurance law from 1971 to 1990. Tan Sri James currently practises law as a consultant and sits on various boards of directors of company as independent non-executive director. Tan Sri James is also currently the Chairman of the Ombudsman For Financial Services Malaysia.

Soon after her appointments as the Registrar of Companies and the Chief Registrar of the Federal Courts, Tan Sri Zainun Ali was appointed to the Bench as a Judicial Commissioner of the High Court in 1996. Tan Sri Zainun was then elevated to the Court of Appeal in 2006 and on 4 April 2012, she was elevated to the Federal Court Bench. Whilst on the Bench, Tan Sri Zainun was Editor of the Malaysian Judiciary’s Annual Report (Yearbook) for 9 years. She was also Editor of the Malaysian Judicial Journal for 2 years. Tan Sri Zainun was appointed a board member of the Advisory Board of the United Nations Global Judicial Integrity Network since April 2018. Tan Sri Zainun was Chairman of Malaysia Airports Holdings Berhad and sits on the Board of Permodalan Nasional Berhad (PNB). She was recently appointed Deputy Commissioner of the Enforcement Agency Integrity Commission (EAIC).
