Halsbury's Laws of Canada – Administrative Law (2026 Reissue) / Agriculture (2026 Reissue)

The Honourable Mr. Justice Guy Régimbald, B.S.Sc., LL.B., B.C.L. (Oxon.), was appointed to the Federal Court, and ex offıcio member of the Federal Court of Appeal, on October 7, 2022. He obtained his LL.B. from the University of Ottawa and his B.C.L. (Master of Laws) from the University of Oxford. He was previously called to the Law Society of Ontario, the Barreau du Québec, and the Law Society of Nunavut.

Prior to his appointment, Justice Régimbald was a partner and the National Leader of the Administrative Law Group at Gowling WLG, where his practice focused on constitutional and administrative law, Indigenous law, intellectual property and taxation. He has been recognized by Best Lawyers in Canada for his work in administrative & public law and in appellate practice (including as lawyer of the year in both categories), by the Canadian Legal Lexpert Directory in Indigenous law and litigation public Law, by Chambers Canada in Litigation: public & administrative law, and by Managing Intellectual Property in copyright law and trademarks.

Prior to joining Gowling WLG, Justice Régimbald was a law clerk to Justices Marshall Rothstein and John C. Major of the Supreme Court of Canada, as well as for Justice Marc Noël (later Chief Justice) at the Federal Court of Appeal. He also worked for the Department of Justice in the Constitutional and Administrative Law Section and for the Privy Council of Canada, and taught constitutional law, administrative law and international law at the University of Ottawa.

John J. Wilson, B.A. (Hons.), J.D., B.C.L. (Oxon.), practises public law in Gowling WLG’s Toronto office, chiefly in the areas of administrative law, Crown liability, constitutional law, regulatory law, and Indigenous law. He acts for both private clients and public authorities in administrative and civil proceedings, applications for judicial review, and appeals. John has appeared at all levels of the Ontario and Federal Courts, and the Supreme Court of Canada. His work has been published in the Annual Review of Civil Litigation and the McGill Law Journal. John is a graduate of the University of Oxford (B.C.L.), Osgoode Hall Law School (J.D.) and Queen’s University at Kingston (B.A. (Hons.)).

Donald Buckingham, LL.B. (Saskatchewan), Dip. Int. Law (Cambridge), LL.D. (Montpellier & Ottawa), has been a private lawyer, law professor, government legal counsel, administrative judge, and consultant in the areas of agricultural law, food law, administrative law, environmental law and international trade in agricultural and agri-food products for the past 35 years. Now operating an agriculture, food and dispute resolution consulting practice in Ottawa, he acted as President and Chief Executive Officer of the Canadian Agri-Food Policy Institute (CAPI) from 2017 to 2020 and as Chairperson of the Canada Agricultural Review Tribunal (CART) from 2009 to 2017. In November 2021, Dr. Buckingham was inducted into the Canadian Agricultural Hall of Fame for his life-long contribution in identifying, systemizing, researching and advocating for the development of sound legal rules, structures and processes necessary to support a sustainable and productive agriculture and agri-food sector in Canada.

Passionate about the various aspects of agriculture and food since he was a child growing up on a northwest Saskatchewan farm, Dr. Buckingham pursued his Bachelor of Arts degree at the University of Saskatchewan in French and Philosophy. Halfway through his degree, he travelled to Senegal in west Africa to work on an agriculture and reforestation project, which led him later to complete a Master’s degree in development studies at the Université de Liège in Belgium. He then went on to complete his Bachelor of Laws degree at the University of Saskatchewan, his Master’s of Law degree at the University of Cambridge and his Docteur: Droit Public/Doctor of Laws degree jointly from the University of Montpellier 1 in France and the University of Ottawa.

Dr. Buckingham has taught law courses full-time and part-time at several law schools across Canada (Western, Saskatchewan and Ottawa), in Europe (Montpellier 1) and in Africa (Stellenbosch) as well as at the undergraduate level (Trinity Western University). His areas of professional interest are wide and varied and include agricultural law and policy, food law and policy, the public regulation of food and agriculture, the international trade of agriculture and food products, environmental law, food and beverage labelling law, the law of sustainable development, administrative law, evidence law and tort law.
