M. Rick O'Connor, B.A.(Hons.), M.A., LL.B., has been a municipal solicitor practicing in the areas of administrative, labour and employment law for more than a dozen years. During that time, he assisted in the preparation and implementation of numerous staff policies, including an extensive employee code of conduct. In 2001, he was appointed Deputy Clerk for the recently amalgamated city of Oshawa. Co-author of numerous legal articles, as well, as the book Open Local Government, he is currently co-editor of the national newsletter, Municipal Liability Risk Management.

Peter-John Sidebottom is currently a Manager with the Municipal Governance and Structures Branch, in the Municipal Policy Division of the Ontario Ministry of Municipal Affairs and Housing. He has worked in the municipal field, at both the local and provincial level, for more than 20 years. In his current position, he advises the ministry on policy matters relating to the development of Ontario's new Municipal Act, as well as on a range of local governance, representation and ethic issues, including council size and compensation, open meetings and conflict of interest.

David G. White, B.A., LL.B., is a solicitor with the city of Ottawa. He practices primarily in the area of labour and employment law, as well as overseeing the City's prosecution program. He has served as a member of the Ontario Government's Provincial Offences Act Transfer Task Force and is currently Chair of the Prosecution Subgroup for Ontario's Red Light Camera Pilot Project.
