Jessica Fleming is a tax lawyer practising in Calgary, Alberta. She holds a J.D. from Osgoode Hall Law School, an LL.B. in civil law from the University of Montreal and an LL.M. from the University of Cambridge. Prior to entering private practice, she served as a law clerk to the Honourable Marc Noël of the Federal Court of Appeal and the Honourable Russell Brown of the Supreme Court of Canada.

Francis Lévesque is a lawyer specialized in international arbitration at White & Case LLP in Washington, D.C. He represents and advises private companies, foreign sovereigns and state entities in the resolution of complex international disputes, including proceedings under the rules of the International Centre for Settlement of Investment Disputes (“ICSID”) and the International Chamber of Commerce (“ICC”). Francis has worked on disputes across various industries, including construction, mining, energy, real estate and banking. Notably, he appeared before the Supreme Court of Canada on behalf of the Cambridge Comparative Administrative Law Forum (“CCALF”) in the landmark administrative law case Canada (Minister of Citizenship and Immigration) v. Vavilov.

Before joining White & Case LLP, Francis served as a judicial law clerk on three of Canada’s appellate courts: the Supreme Court of Canada (for the Honourable Russell Brown), the Federal Court of Appeal (for the Honourable André F.J. Scott), and the Court of Appeal of Quebec (for the Honourable Benoît Morin). He holds a
civil law degree (LL.B.) from the Université de Sherbrooke, a common law degree (J.D.) from Queen’s University, and an LL.M. in International Arbitration and Dispute Settlement from Tsinghua University.

Francis is also deeply committed to pro bono work, having supported organizations such as the New England Innocence Project, Human Rights First, and the Platform for International Cooperation on Undocumented Migrants (“PICUM”). He also served as a regional representative for Young ICCA (North America), an initiative of the International Council for Commercial Arbitration
(“ICCA”) that promotes education, mentorship and collaboration among young arbitration practitioners.
