Peter J. Loughlin graduated from Portsmouth High School, Merrimack College, and the University of Notre Dame Law School. He began his legal career with New Hampshire Legal Assistance in 1969 and served as Portsmouth City Attorney from 1971 to 1977. Since that time, he has concentrated his practice in municipal law and represents numerous landowners and municipalities in southeastern New Hampshire. Mr. Loughlin frequently speaks on municipal law topics and is the author of 5 volumes on municipal law published by Lexis Publishing.

Cordell Johnston is an attorney in Henniker, New Hampshire, whose practice is limited to representing towns, cities, and village districts. A graduate of Princeton University and Boston University School of Law, he worked at the Concord law firm of Orr & Reno from 1984 to 2003, and was Government Affairs Counsel at the New Hampshire Municipal Association from 2004 to 2022. He opened his solo practice after "semi-retiring" from NHMA in 2022. He frequently speaks and writes on municipal law topics and is the current author, with C. Christine (Fillmore) Johnston, of five volumes on municipal law originally authored by Peter Loughlin and published by Lexis Publishing.

C. Christine (Fillmore) Johnston graduated from Tufts University (B.A. 1992) and Boston College Law School (J.D. 1998). After seven years with the Concord firm of Rath, Young & Pignatelli, she served as a Staff Attorney with the New Hampshire Municipal Association for eight years. Since that time, she has continued to focus her practice solely on municipal law and is currently a shareholder with Drummond Woodsum & MacMahon, representing towns, cities and village districts on all aspects of municipal law. Ms. Johnston frequently speaks and writes on municipal law topics and is, with Cordell Johnston, the current author of 5 volumes on municipal law originally authored by Peter Loughlin and published by Lexis Publishing.
