New Appleman Nebraska Insurance Law

Laura Arp is a Lincoln, Nebraska-based insurance attorney who serves as outside counsel and claims administrator for the Nebraska Excess Liability Fund. In addition, Ms. Arp represents insurers in regulatory matters and is an expert witness in bad faith cases. Since 2015, Ms. Arp has been an adjunct professor for the legal research, analysis, and writing course at the University of Nebraska College of Law. After starting her legal career in private practice, Ms. Arp became an insurance regulator, working for the Nebraska Department of Insurance (DOI) from 2012 to 2022. In her progressively responsible roles at the DOI, Ms. Arp provided guidance for investigations into consumer complaints and examinations of insurers’ market conduct, managed the review and approval of life and health rates and forms, consulted on review and approval of property and casualty policies, and served as a prosecutor or hearing officer for DOI actions against agents or insurers. In her time at the DOI, Ms. Arp represented the Midwest Zone on the National Association of Insurance Commissioners (NAIC) Insurance Regulator Professional Designation Program Advisory Board. She also led or participated in NAIC drafting groups, working groups, and task forces, and taught market conduct examination training at the NAIC headquarters in Kansas City. Ms. Arp received her undergraduate degree from Carroll University in Waukesha, Wisconsin with a double major in Art and English. She received her J.D. from the University of Nebraska College of Law with distinction in 2011 and was Research Editor for the Nebraska Law Review. Ms. Arp’s insurance education includes the Professional in Insurance Regulation designation from the NAIC and an LLM in insurance Law from the University of Connecticut Law School, completed in May 2024
