Maryland Real Property Law and Practice

Douglas M. Bregman is the founder and managing partner of Bregman, Berbert, Schwartz & Gilday, LLC, a general practice law firm in Bethesda, Maryland.
For more than forty years, Mr. Bregman has maintained a general law practice with a concentration in real estate law and transactions. He has testified as an expert witness on a wide variety of real estate topics in Maryland and other jurisdictions. In recognition of his accomplishments as a real estate lawyer, he was elected as a Fellow in the American College of Real Estate Lawyers (ACREL) in 2004.
He currently serves as a Lecturer in Law at Columbia Law School where he teaches a course on commercial real estate transactions. He has also taught courses on commercial real estate transactions as an adjunct professor of law at Georgetown University Law Center and Howard University School of Law.
He is the author of Maryland Landlord-Tenant Law: Practice and Procedure (Matthew Bender, 5th ed. 2021), and The Common-Sense Guide to Successful Real Estate Negotiation (with Peter G. Miller) (Harper Perennial, 1994).
He is admitted to practice law in Maryland and the District of Columbia. He earned his J.D. from Georgetown University Law Center and his B.A. with Honors from Colgate University.

Kevin G. Barker is a partner at Bregman, Berbert, Schwartz & Gilday, LLC, a general practice law firm in Bethesda, Maryland.
Mr. Barker’s practice focuses on the acquisition, disposition, development, financing, leasing, and management of real estate assets. His practice encompasses office, retail, industrial, multifamily, senior housing, hotel, and mixed-use properties, as well as unimproved land.
He also has substantial experience in litigating real estate disputes. He has represented clients in high-stakes litigation concerning the ownership, control, and management of real property, companies, and other assets.
Kevin has served as a lecturer on hotel transactions in the Hospitality and Tourism Law Program at American University Washington College of Law.
He is admitted to practice law in Maryland, New York, and the District of Columbia. Before entering private practice, he served as a law clerk for a U.S. District Judge.
He earned his J.D., cum laude, from American University Washington College of Law and his B.A, magna cum laude, from the University of Georgia. In law school, he was the editor in chief of the Administrative Law Review.
