Delaware Criminal Law and Procedure with Forms

Judith L. Ritter is the Associate Dean for Academic Affairs and Distinguished Professor of Law at Widener University Delaware Law School. Professor Ritter received a B.A. in political science and sociology summa cum laude from the State University of New York at Buffalo and a J.D. cum laude from Georgetown University Law Center where she was a member of the Law and Policy in International Business Law Review. Following graduation from law school, Professor Ritter worked as a public defender at the Legal Aid Society of Nassau County, New York where she tried felony and misdemeanor cases and was the Deputy Director of the District Court Bureau. She began her teaching career as a Clinical Staff Attorney at Rutgers Law School, Newark and later was a Visiting Associate Professor of Law at Hofstra University Law School. She was also Associate Counsel at the Community Service Society of New York, where she represented underserved populations in voting and education rights litigation.

Professor Ritter joined the faculty at Delaware Law School in 1994 as Associate Professor of Law and has served as Professor of Law since 2004. She founded the Law School’s Criminal Defense Clinic which has been providing representation to indigent defendants since 1995. Professor Ritter teaches and writes in the areas of Criminal Law, Criminal Procedure, Evidence and Postconviction Remedies.

Ross A. Flockerzie, Esq. is a Delaware attorney. He works at the Delaware Office of Defense Services where he is the Division Head of New Castle County and the Unit Head of the New Castle County Superior Court Felony Trial Unit. Ross has represented clients facing all level of felony offenses including murder and capital murder charges. Ross was lead trial counsel in the case that ended the death penalty in Delaware. He has tried many cases to felony juries. Ross also supervises the Office of Defense Services’ Law Clerk Program. Ross is an Adjunct Professor at Delaware Law School where he teaches Trial Methods and is a Team Leader and Instructor in the Intensive Trial Advocacy Program. Ross also coaches a mock trial team at Delaware Law School which competes annually in a national mock trial competition. Ross teaches for the National Institute for Trial Advocacy. He has taught lawyers in various cities in the United States and has taught trial skills to public defenders in Ghana and Nigeria. Ross is a Member of the Board of Bar Examiners of the Supreme Court of Delaware. Ross has been selected by his peers and honored by Delaware Today as a Top Lawyer in Delaware. Ross is a graduate of La Salle University and Delaware Law School. Ross is a native of Massachusetts and loves the Red Sox.
