The third edition of Administrative Law helps students prepare for the practice of administrative law within the context of the sea change that is occurring as the courts reshape the modern administrative state. The book uses a broad problem-solving framework to explore agency rulemaking, agency adjudication, and judicial review of agency action. The chapters on judicial review have been revised extensively to reflect major developments such as the U.S. Supreme Court's overruling of the Chevron doctrine and its revival of the Seventh Amendment right to a jury trial in many situations where agencies seek to impose civil penalties.

Most of the book's chapters are framed by chapter problems and include multiple exercises for in-class discussion as well as reflection questions that aim to develop reflective, ethical practitioners.
