Charles B. Oppenheim, Esquire, is a principal in the Los Angeles, CA office of Hooper, Lundy & Bookman, P.C., and has been practicing health law for more than 30 years. His practice includes all aspects of transactional, operational, and regulatory health care law, including acquisitions, joint ventures, and integrated delivery systems.

Mr. Oppenheim is a nationally recognized expert on anti-kickback and Stark Law issues and has served as an expert on them in arbitration and litigation in both civil and criminal proceedings. He is a frequent lecturer on Stark Law developments as well as other health care law subjects. He has served as a guest lecturer at the UCLA School of Law, Loyola Law School and at the UCLA School of Public Health. He is a past Chair of the Health Law Committee of the Business Law Section of the State Bar Association of California and a past President of the Healthcare Law Section of the Los Angeles County Bar Association. Mr. Oppenheim is a member of the American Health Law Association and the California Society for Healthcare Attorneys, and he donates time and legal services to a number of Los Angeles-area charities. He is listed in Best Lawyers in America, Who’s Who in American Law, and Who’s Who in America. He is included in the Guide to the Leading U.S. Healthcare Lawyers, is identified by Chambers as an outstanding California health law attorney, and has repeatedly been named one of Los Angeles Magazine’s Southern California Super Lawyers.

Alicia Macklin is a partner in the Los Angeles office of Hooper, Lundy & Bookman, P.C., where she serves as Co-Chair of both the Behavioral Health Practice Group and the Health Equity Task Force. Alicia is a trusted advisor to a broad spectrum of health care providers, including hospitals, health systems, and behavioral health organizations. Her practice centers on guiding clients through intricate regulatory landscapes, such as compliance with the Emergency Medical Treatment and Labor Act (EMTALA), licensing and accreditation standards, Medicare and Medi-Cal reimbursement, and privacy and confidentiality obligations. Alicia also provides operational and strategic counsel on fraud and abuse matters including federal and anti- kickback and self-referral laws. Her commitment to health equity and public health education is reflected in her scholarship and teaching, including her role as a lecturer at UCLA’s Fielding School of Public Health.

Stephanie Gross is a partner in the Los Angeles office of Hooper, Lundy & Bookman, P.C., where she serves as Co-Chair of the firm’s Reproductive Health Practice Group.

Stephanie is a transactional and regulatory attorney whose knowledge of fraud and abuse law and managed care regulation allows her to help providers navigate a changing health care landscape. She frequently advises her clients on unique issues in the Medicare Advantage space and the regulation of value-based payment arrangements.

Stephanie assists hospitals, health systems, medical groups, skilled nursing facilities, and other providers as well as health services companies and digital health companies in navigating payor relationships in their day-to-day operations as well as entering into strategic partnerships and major transactions, including mergers and acquisitions. This involves counseling on fraud and abuse issues, including compliance with federal and state anti-kickback and self-referral laws as well as state insurance licensing requirements, the corporate practice of medicine, and general corporate and regulatory compliance matters. Stephanie also frequently drafts and negotiates professional service and related agreements and assists clients in obtaining financing to meet their goals. She is a co-chair of the California Society for Healthcare Attorneys’ Education Committee.
