The Americans with Disabilities Act ("ADA"), enacted in 1990, provided a national mandate to end discrimination against individuals with disabilities. Title III of the ADA concerns places of public accommodation, declaring "[n]o individual shall be discriminated against on the basis of disability in the full and equal enjoyment of the goods, services, facilities, privileges, advantages, or accommodations of any place of public accommodation."
