Prior to forming his own Firm in 1991, Mr. Oyer was a partner with Deloitte & Touche, an international accounting firm. He had approximately 9 years of experience with Deloitte & Touche, Touche Ross and Peat Marwick. Before that, Mr. Oyer served nearly 20 years in the Defense Contract Audit Agency (DCAA) in various capacities. Mr. Oyer is highly experienced in the application and interpretation of the Federal Acquisition Regulation (FAR) and department FAR Supplements, Financial Accounting Standards Board (FASB) pronouncements and Cost Accounting Standards Board (CASB) promulgations.

Mr. Haugh is currently a government business consultant, after serving over 30 years with the government in both operational and policy-making positions that covered the entire spectrum of acquisition, and 15 years as vice-president for procurement and finance with the Aerospace Industries Association.

Mr. Vacketta is a partner in the Government Contracts Practice Group in the Washington, D.C. office of DLA Piper US LLP (an international law firm with offices in 28 countries and 58 cities). Mr. Vacketta's 40 years of experience in government contract law includes pre-award and post-award supply, service, and construction contracts counseling, the preparation of large claims, as well as protests and litigation against various federal, state, and local government agencies and public transit authorities. Mr. Vacketta received his B.S. and J.D. from the University of Illinois.
